For most of its history China's central bureaucracy attracted the best and brightest young people. Today that position has changed drastically as many now choose alternative careers in the private sector. This article considers how this has come about and what can be done to develop a new generation of high caliber public servants who are skilled, honest, committed to public services and accountable.
