Moscow dominates Russia-Japan relations / Mark Galeotti. - 2006

Russia and Japan have 150 years of diplomatic relations but the balance appears to be in Russia's favour at present. Russia's vast oil and gas resources are enabling Moscow to be more assertive in dealings with Japan for example in the dispute over the Kuril Islands (a Japanese fisherman was shot dead by Russian border troops on 16 August 2006).
