Advances in biotechnology are aiding its diffusion around the globe and increasing the possibility that such technologies will be misused by small groups or even individuals with the necessary technical competence. The speed of these developments has not been matched by multilateral efforts at control, nor by the means to monitor and inspect such widely available small-scale technology. This paper considers the challenges and argues there is room for optimism.
