Describes the risk factors affecting stability in the Middle East among which are: growing rivalry between Shia and Sunni muslims, rapid population growth, declining per capita GDP, lack of investment in oil production capacity, lack of reserve production capacity, poor track record of exploration and development by nationalised oil companies, and increasing expenditure on security. In view of these factors the USA and China would do well to operate as oil importing allies rather than strategic rivals.
