Taiwan's President Chen has decided to scrap an inactive council, the National Unification Council, whose aim is to advise the president on how Taiwan and mainland China are to unite. This has however, caused anger in China and worry in U.S. With two years left in office, Chen might be tempted to risk a dramatic gesture in order to rally support for his party.
