This article considers how the UK defines a veteran and how it manages its policy on caring for former members of the armed services. Draws extensively on practice in other countries to compare and contrast with British experience. The article concludes with an analysis of the dilemmas likley to confront those responsible for developing policy on veterans issues in the future, especially the targetting of scarce resources.
