Security cooperation in Europe and Pacific Asia: a comparative analysis / Hanns W Maull - 2005
Compares the regional approaches to security developed in Europe and the Asia Pacific. Considers why the approaches were different and how effective they have been. Argues that the European model required countries to re-consider national sovereignty to allow for the development of intrusive, effective forms of multilateralism and that has been further developed since the end of the Cold War. By contrast most countries in the Asia Pacific treated multilateralism as a way to enhance sovereignty. Concludes that because the European approach has continued to evolve Europe is now an exporter of security and is more consistent with the requirements of globalisation, whereas Asia Pacific (and the USA) appear to be running counter to the development of effective multilateral security cooperation.
