According to Silvestre Afable, the government's chief negotiator , a peace agreement with the Moro Islamic Liberation Front (MILF) is close and may be reached in the 10th round of talks in November. Before any talks could take place the government was forced to compromise on three predictions the withdrawal of the Armed Forces of the Philippines, dropping criminal charges and bounties on MILF leaders and the introduction of third party monitors in negotiations.
