Balik terrorism: the return of the Abu Sayyaf
ABUZA Zachary
Balik terrorism: the return of the Abu Sayyaf - Carlisle PA, USA: Strategic Studies Institute, US Army War College, 2005 - 58p.
Detailed study of why the Abu Sayyaf group (previously known primarily as a brutal kidnapping-for-profit gang) is emerging as a terrorist group with links to Jemaah Islamiyah and to some extent also with the Moro Islamic Liberation Front (MILF). This may provide MILF with plausible deniability for terrorist acts, but it also complicates counterterrorism efforts, not least (according to the forward to this paper) because the Philippine government downplays the three way relationship between the different groups.
