The nature of armed conflict may be changing but the "character" of war as defined by Clausewitz is enduring. The ending of the Cold War and increasing globalization have not signalled the demise of war. This article argues that human history has been determined more by wars than by cultural or political development, and there is no sign that this propensity for violence is diminishing.
