Concludes that the culture of avoiding problems instead of trying to solve them remains an important flaw; that non intervention has prevented ASEAN realising expectations that it could manage regional problems; that the USA remains indispensable to the region but anti U.S. sentiment among some ASEAN members means ASEAN's role is less important than bilateral relations; and finally that ASEAN's future depends primarily on developments in Indonesia.
