The author claims that CIA covert operations trained and equipped a quarter of a million Islamic mercenaries to oppose the Soviet invasion of Afghanistan. Both sides are said to have used profits from drug sales to pay for the war. Following the end of the war both mercenaries and drugs have flowed outwards from Afghanistan to affect many parts of the world including the Philippines.
