Technical superiority alone does not guarantee victory particularly when wars are no longer head to head confrontations. This article calls for on the ground dominance using infantry and "expeditionary police forces" to provide post conflict stability in Iraq and elsewhere, noting that this concept was recognised by both the USA and the UK before the Second World War.
