Since the Trade Centre attack of 2001, the US has beenengaged in a campaign against terrorism in South Asia and the Middle East. However in the 2018, National Defense Strategy, the focus is on inter-state strategic competition rather than terrorism, namely China and Russia. Russia is engaging in a Hybrid Warfare suited for low-costs and ambigous tactics, unconventional methods and traditional instruments of power and influence.
