The current international political system is unprepared for the challenges. Some Western governments doubt the UN's ability to drive the development of a cyberspace order, and non-state actors challenge its legitimacy owing to their exclusion from its decision-making processes and to its bureaucratic unwieldiness. The UN has yet to prove its effectiveness even in bringing about and implementing international consensus on the basic questions in cyberspace governance.
