China, like all nations, conducts its diplomacy not only in response to the global balance of power but also in light of its own sense of proper place in the world. Rationalist or materialist approaches that assume China's pursuit of power or national interests as given overlook the cultural, historical, and ideational sources of Chinese strategic policy.
