In this paper, the literature and derive certain expectations about how political centralization may affect government threat perception, and from these, generate formal hypotheses. The test these against the evidence of the recent and extensive changes within Japan's national security apparatus and official government assessments of international threats in the period spanning the first and second Abe administrations (2006-2018).
