Defence industries traditionally have been seen as clearly defined national assets supported by national governments. However the globalisation process is rapidly changing this picture. International collaborations, corporate mergers, international sourcing of skills, global supply chains, and the desire by individual governments to reduce direct costs by developing overseas defence markets, all have contributed to the change. Governments need to find new ways to reconcile national security with transnational industrial operations.
