However the American empire is unusual in that it denies its empirical ambitions, has proven surprisingly inept, and is unwilling to make the necessary long-term commitment to ensure success. The author attempts to discover why, when many parts of the world would actually benefit from a period of American rule, and when the USA seems to have the economic, military, and political capability to do this, it chooses not to.
