Using a state-in-society perspective and examples from Southeast Asia and Melanesia seeks to explain "why so many states stay intact despite poor services and internal disorder, why seemingly strong states can be strikingly weak in particular areas or certain times, and why apparently weak states are sometimes remarkably resilient". Countries studied include Indonesia, Singapore, Vietnam, Philippines, Solomon Islands, Papua New Guinea, and Vanuatu.
