This issue of RSIS CTTA discusses on the new batch of radical jihadist leaders in Southeast Asia, who are mostly strategists and tacticians that create security threats to the region. This article looks at emir of IS Philippines, Isnilon Hapilon, who is in-charge of 16 IS-pledged militant groups. The author discusses the needs to mitigate the serious security threat on Southeast Asia from the presence of an IS enclave in the Sulu Archipelago.
