Traditionally defence diplomacy was used to strengthen allies against common enemies. Since the 1990s the Western democracies have added a new range of purposes. These include strategic engagement of former or potential enemies, encouraging regional cooperation, supporting democratisation of civil-military relations, and assisting the development of peacekeeping capabilities. This paper analyses the new defence diplomacy and the policy challenges and dilemmas it poses.
