This article introduces a section of the journal (pages 565 - 620) which contains 6 other papers all dealing with aspects of the topic raised here by Marc Sageman who argues that there has been no progress in answering the question "what leads a person to turn to political violence?". There has been extensive funding and much research produced, but this has been prepared largely in the absence of academic access to primary source information because of governments' reluctance to make it available.
