While ASEAN's centrality in East Asian regionalism is clear its capacity to build on this is less so. This paper discusses ASEAN's networking achievements, notes aims such as ASEAN economic community by 2015, and concludes that ASEAN needs to develop its own institutional capacity which will require "political will and considerable investment" by member states.
