The article begins by describing factors which contribute to, as well as limit, collaboration between scientific research and humanitarian policy with the object of achieving better Disaster Rsik Reduction (DRR). Continues with a case study of Padang on the southwestern cost of Sumatra; this area has experienced several significant earthquakes in recent years and the risk of future great earthquakes remains high, hence the need for effective DRR mechanisms.
