Identifies two types of leader: pile drivers who use pressure to achieve results but need to maintain close contact with all details, and environmentalists who empower subordinates to be innovative and use their initiative. If the US Navy's primary requirement is getting things done then either kind of leader will do, but as a means of developing future leaders the enabler's legacy is likely to be better.
