The South African National Defence Force has undergone profound changes since the country's democratisation in 1994. Not only the challenge of integrating forces which had previously been in conflict with each other, but also the change of focus from mainly land based operations to the full range of air, sea, and land functions. Changes to the country's political system are reflected in the military, e.g. command and control decisions have to be seen in a political context. This article suggests that the results include mismatch between mission and capability, lack of top level guidance, and little confidence in the system at lower levels which, together with budget constraints, have serious negative effects on military effectiveness.
