The first part of this article has shown the problems associated with increasing support for Japan's military bolder peace operations. The second half the article focused on the expansion of human security programme into a trans-boundry, institutions. the expansion was investigated in terms of the issue of Japan's global appropriation of human security through the country's relevant activities in the UN.
