Expands on an idea put forward by Professor Babbage at the IISS conference in Singapore, June 2002. The idea is that Asia Pacific governments prepare for future major terrorist attacks by pooling resources to respond to such an event. Participants might agree to assist each other with specialist search and rescue teams, medical specialists, engineering or other specialisms. As well as providing practical assistance in responding to a terrorist incident, this proposal would be a complement other security coperation in the region and a confidence building measure.
