The book sets out to identify why the apparently superior ARVN lost the battle to the PLAF, and why it was subsequently presented as an ARVN victory. Suggests that contributory factors were the poor quality of ARVN officers and the fact that there were two chains of command (military and civil) as a result of which some officers wore two hats and occassionally faced conflicting orders.
