Expands on the concept of Collective Conflict Management (CCM) that was first developed in the 1990s. Argues that international security challenges are 'increasingly diverse, differentiated and fragmented' and consequently require increasingly ad hoc informal responses typefied by CCM. The paper notes strengths and weaknesses of the CCM approach. Also identifies examples including Philippines - Mindanao talks and regional initiatives such as ASEAN confidence building measures and some aspects of the work of the OSCE.
