In the early 1990s military involvement in humanitarian aid was mainly to enable aid to happen; by the late 90s this had changed to increasing military involvement as provider of aid, and most recently as military forces manipulate aid to achieve military or political objectives. Discusses the implications of these changes and concludes that militantswill likely target aid participants to minimse neutral space.
