After rehearsing the many problems associated with the process of intelligence oversight in the United States the article considers some possible ways to improve matters. However it concludes that the most effective development would be a strong, non-partisan committee leadership, while an education program aimed at all parties and the general public should explain the inherent limitations of intelligence.
