Saddam's peceptions and misperceptions : the case of 'Desert Storm' / Kevin m Woods and Mark E Stout. - 2010

Drawing on a large quantity of captured documents this article finds that Saddam Hussein developed a distorted world view, a view that was reinforced by his regime (a lack of dissenting voices). The article notes that policy makers should be aware that adversaries may have profoundly different perceptions of sutuations, and should also consider how these views might influence adversaries actions. Suggests a simple starting point - assume leaders mean what they say, however odd the pronouncements may seem.
