Report on a study of senior engineers in the RAF.Finds that the highly technical nature of modern militaries requires that leadership must empower personnel to achieve maximium effectiveness. It is no longer an acceptable assumption that those led will do as they are told by someone in a more senior position. Modern leadership is about "the creation of systems, structures, and environments" which enable participation, open communication and continuous learning.
