The article explaining the background to the crisis, both in terms of India -Pakistan political relations and the influence of past crises and also examines the moves made by India, Pakistan and the United States during the crisis 0f 2001-2002. The crisis was precipitated by a terrorist attack on the Indian Parliament. In particular, it contends that the role of the United States is crucial in understanding the course and the outcome of the confrontation.
