Uses a model drawn from organization studies to assess the strategic partnership between Russia and China which is identified as the primary case study of this form of alignment in international relations. Then applies the concept to Russia's partnerships with Iran and India. Concludes that strategic partnership is an effective means for coordinating security policy among Russia, China, and the Shanghai Cooperation Organization.
