Taiwan considers IDF upgrade/ Gavin Phipps - 2008
The IDF upgrade project known as the Xiang Chan programme as part of 'offshore engagement' policy which lifted restrictions on striking targets within China in the event of a cross -strait conflict. Ma administration is currently preparing a new strategy that will see Taiwan revert to a policy of only defending the air and sea boundaries of Taiwan itself.
