Both groups use nonprofit service provision (especially in health and social services) as a way to increase community support and improve legitimacy, however the article shows that the approaches used differ considerably: Hizballah operates a range of NGO service providers itself, whereas the LTTE controls and channels the resources of existing NGOs e.g. by creaming off overcharges.
